||Experience and options for soundproofing an apartment floor

I have bought a 1930s apartment in the Hague. It currently has sisal flooring with some plywood backboard over the basic planks. I would like to add a parquet floor, but because of local law and building requirements I need to secure soundproofing. I also want to secure soundproofing so my small dogs do not cause my downstairs neighbors to feel like they live in a drum. I'm looking for advice, knowledge and experience about options.
